UPDATE: Suspect Arrested, Charged in January Fatal Shooting at 11095 Ella Boulevard
Charges have filed against a suspect arrested in the fatal shooting of a man at 11095 Ella Boulevard about 12:35 a.m. on Jan. 27.
The suspect, William Xavier Winfrey, 30, is charged with murder in the 180th State District Court. A booking photo of Winfrey is attached to this news release.
The deceased male is identified as Rasshauud Scott, 22.
HPD Homicide Division Detectives K. Clark, M. Nicotra, B. Stephens, M. Castillo and M. Althaus reported:
Officers were dispatched to a shooting call in the parking lot of a gas station at the above address and found an unresponsive man (Scott) on the ground. He had suffered a gunshot wound. Paramedics transported the man to HCA Houston Healthcare Northwest where he was pronounced deceased.
Witnesses told detectives a man had robbed multiple people while they were pumping gas. At some point, another male who witnessed a robbery shot the robbery suspect, striking him. The shooter fled the scene, but he later contacted and met with detectives at the HPD Edward A. Thomas Building (HPD Headquarters).
After he provided a statement, the male was released. Detectives contacted the Harris County District Attorney’s Office, which determined the shooting investigation would be presented to a grand jury.
Further investigation determined Scott (deceased male), Winfrey, and other individuals were involved in the facilitation of a fraudulent robbery. Last Wednesday (April 3), Winfrey was arrested and subsequently charged for his role in this fatal shooting.
Investigators learned the shooter in this incident was not involved in the fraudulent robbery.
The fraudulent robbery investigation is ongoing.
