UPDATE: Suspect Charged in Deceased Female Found at 16700 Space Center Boulevard
A suspect has been charged in the death of a female found at 16700 Space Center Boulevard about 6:50 p.m. on March 20, 2025.
The suspect, Justin Scarbrough, 39, has been charged with murder and tampering with evidence in the 337th Criminal District Court. A booking photo of Scarbrough, who was already in custody for an unrelated charge, is attached to this news release.
The victim is identified as Angela Diaz, 22.
HPD Homicide Division Detectives J. Caten, K. Amri and N. Henderson reported:
HPD patrol officers responded to a field at the above address after a passerby reported seeing what they believed were human remains. Members of the Houston Forensic Science Center responded to the scene and confirmed the remains were human. Through DNA results, the victim was identified as Ms. Diaz.
Further investigation found that Diaz had been reported missing on July 3, 2024 by family members. The case was initially worked by the HPD Missing Persons Unit and then transferred to the HPD Homicide Division.
Investigators learned Scarbrough was with Diaz on the morning of July 2, 2024 at Broadway Street and the Gulf Freeway. Further evidence determined he was the suspect in this case. On March 10, investigators presented the case to prosecutors at the Harris County District Attorney’s Office who accepted charges against Scarbrough.
