Suspect Arrested, Charged in 1990 Murders at 1300 Enclave Parkway

Charges have been filed against a suspect arrested in the murder of a man and woman at 1300 Enclave Parkway on August 23, 1990.
The suspect, Floyd William Parrott, 64, is charged with capital murder in the 176th Criminal District Court. A Lancaster County, Nebraska, booking photo of Parrott is attached to this news release.
The victims are identified as Cheryl Henry, 22, and Garland Andrew Atkinson, 21.
HPD Homicide Division Cold Case Unit Sergeants R. Rodriguez and M. Burrow reported:
On August 23, 1990, a security guard was conducting a routine patrol when he observed a vehicle parked in a cul-de-sac. When the vehicle had not moved over a period of time, the security guard approached it and found an unresponsive female. HPD officers responded and also located an unresponsive male. Both victims, identified as Ms. Henry and Mr. Atkinson, had suffered injuries to their necks and were pronounced deceased.
HPD Homicide Division, the Federal Bureau of Investigation (FBI), the Office of the Attorney General of Texas Cold Case and Missing Persons Unit, and the Harris County District Attorney’s Office worked in unison on the case, but it remained unsolved.
Continuous investigation led to the identification of Floyd William Parrott as the suspect in March 2026. Detectives consulted the Harris County District Attorney’s Office, and charges were accepted. On March 25, 2026, HPD Homicide Division detectives and FBI special agents arrested Parrott in Lincoln, Nebraska. He is awaiting extradition to the Harris County Jail.
