Suspect Arrested, Charged in Fatal Crash at 7900 Gulf Freeway

Houston police have arrested a suspect charged in the fatal crash that occurred 7900 Gulf Freeway (South Interstate Highway 45) about 8:35 a.m. on Friday (Dec. 5).
Jason Arvin Velasquez, 30, is charged with intoxication manslaughter, failure to stop and render aid causing death and multiple counts of aggravated assault with a deadly weapon in the 232nd Criminal District Court. A booking photo of Velasquez is attached to this news release.
The deceased female is identified as Jessica Daughtery, 42.
HPD Vehicular Crimes Sergeant D. Hal and Officer T. Phillips reported:
The driver of a white Chevrolet Suburban was traveling northbound on the Gulf Freeway at a high rate of speed when he rear-ended a black Nissan Altima. The driver of the Suburban, Velasquez, then exited his vehicle with a gun and stole a vehicle from another person at the location.
According to witnesses Velasquez had been involved in several minor crashes and had driven the wrong way on the Gulf Freeway prior to the fatal crash.
The suspect continued on the Gulf Freeway until the vehicle he was driving was inoperable and again exited the vehicle and stole a second car at gunpoint. He was arrested a short time later by Harris County Precinct One Deputy Constables as he attempted to steal a third vehicle at gunpoint.
The driver of the Altima was pronounced dead at the scene by responding Houston Fire Department paramedics. No other persons involved in the incident were injured.
Velasquez was transported to an area hospital for minor injuries where he was treated and released. He was then transported to the Harris County Jail. The investigation remains ongoing.
